to capture picture from your VLC media player just follow the steps given below.

open and play any video in your vlc media player
click on view and then select advanced controls
after doing this you will got some buttons and you can cut video capture PIC etc.

                       CAN NOT UNDERSTAND see the image given below

using vlc media player 2.0.2
